I think it's probably possible if you export as HTML5, but would be extremely difficult and would probably run like trash since RPGM 2k/2003 games run pretty terrible.
It could probably be done, but afaik nobody has attempted it yet because of the level of effort required, the coding skill needed, and the low quality you're likely to get.
I have a Vita and work with RPGM MV, so if anyone figures it out I'd love to try it out.
You can run RPGM 2k/ 2003 games using the EasyRPG player, but load times are extremely slow and there are some irritating bugs.
