ARPG Maker is really just a map maker for ONE game and not a very good one. SRPG Studio is a turn-based RPG maker, not action RPG.

@OP RPG Maker MV could be the answer for your needs. But not the standard RPG Maker Editor. There seems to be a Plugin called Quasi Action Battle System (Quasi ABS).
Its for Zelda like Games, which seems similiar to Diablo1.
I never tested it so i dont know how flexible or easy it is to adjust. But atleast someone made something to get this Gameplayfeature into RPG Maker MV.

I like the Alpha ABS plugin, even though it is a lot of information to learn before you can use it, and it is impossible to add it to an excisting game.
