I highly suspect it will not allow you to make games on the PC version and port them to console or vice versa. The mood among many of the members and mods on the RMW site is that the intent is to still keep the console versions separate from PC, which would be too bad if that's the case, especially if this thing goes to Switch as rumored. There's a few nice gems among the PC crowd from RPG Maker that would have been nice to play on the go.
Also, I read a few comments about how difficult it would be to create plug-ins for the console versions of MV, which leads me to suspect that scripts and plugs made for the PC version may not work well for the consoles. I hope all the new plugs and scripts on PC can work on the console versions, because if they don't and script developers decide to ignore the console market, then you'll be even more limited on what you can and cannot do.
