The same way they play any other game. Through the PlayStation Store.
I can't see how this would work out in the long run if they don't allow us to create and compile the PS4 version on the PC. RPG Maker MV doesn't have a graphics or music editor, so you're pretty much going to be stuck making games using only the default assets. People want a unique experience; nobody is going to buy your custom game off the PSN store if you're just using the default assets.

Oh, you know, now that I re-read it, I bet the "RPG Maker MV Player" is the name of a seperate game download that can be downloaded for free and plays the levels. Well that bites if we can't even sell the games as standalone titles.
At least it won't meet the same fate as the iOS RPG Maker (rip).
