3. No, you don't need MV to play games made with it. The same goes for all other RPG Maker games.
4. rpgmaker.net has a bunch of free games and you can filter by engine. You could also consider buying some RM-created games on Steam.

There are a plethora of people who make assets for RPG Maker. You would have to ask each of them, or keep an eye on their social media accounts, to get an idea of what they are working on currently.

What is rated best, will depend entirely upon who is doing the ratings.
I did do a search for RPG maker but only found assets and DLC for the game. Luckily I just found a game with the RPGMaker Tag, Now I can see the games created with MV on steam. Will give them a good read now, see if any of them have a magic school or similar theme :)
I am looking at games created in RPGMaker as of this minute to see if anything catches my eye. I will then have a little better understanding of games using the engine once I play a few :)
It's possible to set up a crafting system with RPG Maker's eventing system. Alternatively (or additionally) there are community-authored plugins to help, such as Yanfly's Item Synthesis[yanfly.moe] which provides a menu-based framework for crafting. Plugins are basically just pre-packaged code edits, possibly with a few parameters so you can adjust certain values from within the editor. =)
These points apply not just to crafting but to all sorts of aspects you might find in a game. The base code is almost all available for editing, which means the serious JavaScripters out there are capable of doing some pretty impressive stuff. *-*
I'm very intrigued now :) Can one also create their own character sprites and graphics tiles for buildings also within the engine? Or import them from another app like PS or other digital art creation tool?

I wouldn't recommend getting MV if you're only looking for RPG Maker games to play. There is a Workshop available (to MV users on Steam), but there are very few games on it that are anywhere near being completed, and I haven't seen anything along the theme of "magical school"...
Sadly all VX-Ace or XP but iam sure there is also casual clothing for MV.
And with all the modern Tiles in the RTP it should be easier to make Magical School Theme than in the previous Makers.
Thisone is more RTP Style like and ultra cute but simple to create even for Starters.
I would recoment that style, but include some Lightmaps later on to make it look awesome.

The other one is much more Advanced in custom Graphics and so on.Starters or non Artists will probably not able to create that Style.

I now also know that the program is not required to play games created with MV.
I am still reading up on links provided and rpgmaker tag on steam for games already created with MV to see if any take my fancy :)
But also, I'm a bit of a tinkerer and like to learn new things and would probably enjoy research and learning process involved in creating one's own RPG games :)
It's quite interesting how diverse RPG Maker is :)
