RPG Maker MV is infinitely extensible with javascript plugins but a city builder or RTS type game would require java smarts and a lot of work on the game's basic framework, not to mention a lot of art assets. If you're new to RPG Maker or any game making software/engine/language/platform/etc. you should start small first before you start making the "greatest (blank) game ever" or the "next (insert popular game)"
If you want to make a RTS game specifically, I would recommend checking out Spring RTS engine, Stratagus or OpenRA, all free. These 3 engines are made specifically for RTS games. There's also Unity of course.
