But anwer to your question, yes, it is possible, and you do not need to be an expert for this. You might need a plugin, though.
Someone who knows this program will have no problem making a shooter. Someone who thinks they can just buy the program and make one out of the box will fail miserably.
I assume they still have the 30 day free trial on the website. Should be enough to figure out if this is working for you, and if you can get the battle style you want.
Edit: If you google "rpgmaker mv action battle system", you will find some on map battle systems. Some come with video tutorial. Shouldn't be too hard.

All of the games that I've seen that use an active shooter mechanic from RPG Maker games, tend to have a very slow & clumsy feel to them. Perhaps there are people who have made them that are considerably more responsive, but personally I haven't seen them.
Honestly, I was playing overhead shooters that were far quicker & more responsive on consoles in the eighties.
The thing to remember about RPG Maker is that it sacrifices flexibility for specialization. You can go against that specialization, but the more you do so, the more you will receive an inversely proportionate diminishing return. Until you finally get to the point, where you would be better served using a different engine.
So the question would be how close to the RPG Maker template, is your game intended to be?
A turn based battle system that is a 3/4 overhead that occurs on the map like that of Fallout 1 & 2, would work rather well with RPG maker, if you could find the right plugins. Because aside from the battle system, you really aren't changing much.
A much faster paced bullet hell Contraesque type game, & you're probably better served by a different engine. Simply because it is so different from the RPG Maker template.
As for alternate engines, I would say Unity or Gamemaker Studios are also potential candidates, as both are often used to make platformers & shooters.
