Tilesets...are comparatively fairly simple. I didn't find much other than this fairly short reply on the forums: https://forums.rpgmakerweb.com/index.php?threads/rpg-mv-how-to-create-own-tilesets-tutorial.47419/
Have you taken a look at the Tilesets tab in the database? The tricky bits ("page A" tiles) are labelled with stuff like "Animation" and "Walls" to give you an indication of what goes where. You can find detailed specifications in the help file: Help > Contents > Resource Specification. If in doubt, a little trial and error can generally sort things out! =)
I haven't made a Steam guide before...don't know how complex it is. ^_^'
You can also share projects here on the Steam Workshop, but that method requires users to have RPG Maker MV installed to download and play your game. You can share on the Workshop via File > Steam Management. Enter a name and description, pick a thumbnail, choose a category etc from the settings on the right, then click Share on Workshop. Then later on you can use the Update button at the bottom to update the online version if you need to. (Update seems a little finicky, didn't show a progress bar or anything for me, but seemed to work given a few minutes.)
Also, something I forgot to mention. When deploying, if you use the "exclude unused files" option, chances are it will exclude any resources used by plugins, too (as they're not being used in the editor). So (workarounds aside) if you're using a plugin that requires additional files to work, best not to use that option when deploying.
I'm not that familiar with the Victor Engine, but I'm pretty sure Yanfly's plugins are capable of replicating most (or all) effects possible in VE if you're willing to explore the "Lunatic Mode" options. As you can guess from the name, they can get pretty complex, but Yanfly's got a growing list of video tutorials called "Tips & Tricks" on using them to create a range of effects. Plus you can always ask for help! =)
What sort of effects from the Victor Engine were you looking at? Charging skills seems to be popular.
