Navigational Shields While Shields Down?

Does the navigational shields upgrade work while my shields are down? I assume they wouldn't, but if they do it would be really useful.

I for one find navigational shields useless. Because the one time I want to use them is as chaos, and for some reason the path finding on the large ships HATES asteroid fields. Even if you tell them to go straight inside, it will flat out refuse.

As for your question, I think it's all the time, but I've never tested.

I believe it would be similar to the 'shield transfer ability' in which it's an extra generator installed for that purpose alone, so I'd say yes, even if your main shields are down, the navigational shields will still be operational under their own power.

I haven't used them though, keep meaning to but it seems far to situational.
