Do the DLC factions show up in the campaign?

no, there are space marines in the campaign but that has nothing to do with the dlc and campaigns space marines only have one or two ship types and are not controlable by the player so no.

So I guess the Tau DLC is a waste from a purely singleplayer perspective as well. Too bad.

you do fight them in skirmish, so not a complete waist
but if you are going to restrcit to campaign only, no, not really
there are missions with marine allies, but you get them wheter you get the DLC or not
they are part of the story justification of the marine favor for imperial ships

skirmish mode has a persistend lvling that is very similar to the campaign and every faction plays very differently so try it and see if you want to check that out with those factions too
just no story

You can play singleplayer skirmishes with leveling with the dlc factions

There is a single player of sorts as others have mentioned. You basically go through missions like the campaign and level up your ships and captains but, just w/out a galaxy map or a story.

Well, they do show up in the single plater skirmish mode, though I seem to run into the Tau way more than Space Marines..
