if you dont buy the dlcs you can fight the dlc factions in singleplayer skirmishes but you can not play with it.
If you want to play with them later buy them after you played the game a while thats a solid reccomendation since you already bought it you can try it out first. The campaign is for now locked on the Imperial side but you can align your ship to factions within it but not play as another fleet.
Im not going to spoil anything but there might be new campaign material coming in some time later. The game still does not have two giant and important armies for space war and thats the Tyranids and the Necrons to name two. There is also some others not in yet like the Dark Eldars and theres also some variants on some factions. The Orcs and the Eldar both have another variant in the tabletop beyond those in the game. But since they are already in the game I think that they wont be a thing. Instead I suspect that in the campaign we might see if we are lucky atleast two new factions maybe even more.
I still think Necrons/Dark Eldars and Tyranids that remain might or atleast one of them maybe all of them might be part of an expansionpack with a campaign. But it remains to be seen. I myself dont play mp nor skirmish since I found the campaign to be the best part of the game so I cant wait for more of that if it happens :D
