I have no love for Capcom (anymore), but I can admit that they show a lot of respect when it comes to the Mega Man IP (even if not for the right reasons). I don't like hearing that a Mega Man game got cancelled any more than the next guy, but at least it shows that they are not willing to pump out any old **** just for money. The opposite end of the ladder would be if EA owned Mega Man and treated it like Fifa or Madden.
They insist on quality when it comes to Mega Man, but they are also financially savvy, they won't invest time and money into something that won't turn a profit, which leads me to believe that their plan is to eventually finish 3, then port 1 and 2 and release Legends Legacy.
Realistically Classic, ZX and Legends are by far the 3 most likely to be made Mega Man games. Classic is the flagship of Mega Man and arguably Capcom itself, he'll never end. ZX is the latest continuation of the classic Mega Man gameplay and cannon relating to the original Mega Man. Legends is different in almost every way, a far more blank slate for a far more story and world driven game which happens to be a cult classic. The Zero series is over... obviously. The Battle Network series is over and Starforce just didn't do that well (probably the multipal versions thing).
They can't just release Classic Mega Man forever, ZX didn't do *that* badly, but not that great either. It's only a matter of time before they turn back to Legends 3.
I'm just hoping to see at least the 2 Legends games come on Steam at least.
The work that was done on the game will be put aside for future use, when a more profitable time comes up they'll use what they already have, even if just for references, artwork, story, etc. So I don't think they scrapped it because there was (presumably) nothing wrong with the game itself, but that is speculation.
