It's pretty easy! You need a) the 3DSen emulator you can get on Steam, b) an NES ROM for Mega Man 2 (Legacy Collection won't work, and the emulator doesn't come with ROMs), and then you open the ROM through 3DSen, and it will do the 3D rendering for you. I added a few tweaks in Settings, but anyone could replicate them.
