Why is the Megaman Legacy collection in a folder called Suzy? I don't know. Why is it Proteus? I don't know, but I guess you can go change it.
TF2 is/was a HL2 mod at least.
I assume Proteus is the emulator.

Add a feedback and a sequential circuit lives by itself! Some used to design such optimized and there are techniques which may help like Karnaugh maps (K-maps), and indeed it should help resolving not-very-complex (usually, up to 6 inputs) solutions if required. It's so indescribably incredible how elementary cascades evolved into such complex marvelous machinery of today, and continue...
Yes, it's possible to design a game emulator in Proteus, though it would be quite interesting how much of resources it would need to simulate.
For example, some old decoder from local projects I designed back in times (2 inputs -> 6x8-segment indicators): https://i.imgur.com/yZf8p3h.mp4
"In computing, an emulator is hardware or software that enables one computer system (called the host) to behave like another computer system (called the guest). "
It would be emulating the appliance they run on (a NES), not the game. A NES circuitry wouldn't be that complicated, it's been emulated for decades.
But we are assuming that the Proteus we are quoting and the service named "proteus" are the same. I am not sure. Could also be a code-name for the launcher.

Not sure if you want to or not, but here's a way I was able to change discord to display the actual title...There's probably a better way, but this worked for me.
1) RIGHT-CLICK the "Mega Man Legacy Collection" in your Steam LIBRARY sidebar.
2) SELECT the "Properties" option.
3) SELECT the "Installed Files" and PRESS the "Browse..." button.
4) RENAME the "Proteus.exe" file to "Megaman.exe".
5) DOUBLE-CLICK the "Megaman.exe" file to start the game.
6) NOTICE discord shows you playing, "Mega Man Legacy Collection".
7) EXIT the game and RENAME "Megaman.exe" back to "Proteus.exe".
From then on, launching the game "normally" through steam seems to keep the "Mega Man Legacy Collection" displayed as what you are playing in discord.
