that's what I figured, are there any changes in content/difficulty?

yes in Mega Man 2 for example you can choose between normal and difficult while Rock Man defaults to Difficult
the weapon get text will be in japanese when you play Rock Man effectively making the sreens go over faster because less letters

there are a lot of other differences between Mega Man and Rock Man you should probably look up a comparison between Nes and Famicom for each game and then decide what you are going for
