Report a translation problem
In order to help you further, i have a few questions:
- Are you running the server through the host menu or are you running it dedicated?
- do you have any firewall software running that could be blocking any incoming connections?
some things you can try:
You can run a second instance of the game by creating a shortcut and adding "-server" to the target field under the shortcut's properties. You can run another instance of the client as well by doing the same, but adding "-splashscreen" instead. (you can set the password from inside the server's console or the chatbox itself as well by using "/setpassword <password>" (remove the / if you're doing it from console)
to join a server running on the same machine you can use the ip 127.0.0.1 with your port number or by using the "Local Server" entry at the top of the server browser

First: Dedicated. I launch the client, generate SSK, then alt-tab out and launch the server with the "-server" shortcut, then back to the "join game" screen. Also I always set the password with the /setPassword command in the server window.
Second: I use nothing other than Win firewall/win defender (defaults for Win7 ult x64) and I do NOT believe this to be an issue as anyone with the password can get into the server ANYTIME without any issue as long as I have NEVER logged onto the server since it was started. This is ONLY an issue if I have been logged into the server AT ALL since it was started.
Yes, I connect with "localhost" with no problem. Yes they connect to the server both by name and with the IP and the "connect to IP" option with no problem, as long as I HAVE NOT been logged onto the server. ME playing is always on the same machine the server is hosted on.
Please refer back to the steps I have to take in my previous comment. This is EVERY TIME someone wants to log into the server AFTER me.

I'm just trying to get as much info as i can so i may be able to reproduce this issue, so pardon me for asking so many questions.
- Does the console say anything when your friends try to join? Any disconnection messages?
- Are your friends joining from the same, local network?
- just to clarify: If you log out, are they able to join again? or is it bugged until you restart the entire thing?

I have actually seen windows firewall causing a similar issue where it screws with other connections if you're connecting through a local IP, you can try turning it off for a bit to see if it helps.

There is no message at all I believe when they try to connect and it refuses. I will double check that tonight when I get a chance.
They are NOT joining from the same local network. They are miles away at their own homes.
Correct, NO they are not able to join at all until I restart the entire server.
On Win Firewall. I will test with that as well when I get a chance tonight. I still dont feel like that is the issue, but I understand troubleshooting.
Also, do you recommend having UPnP enabled on router or manually forwarding ports?

Upnp should work, but however, to be sure you can always set ports manually.

Ok, I disabled Win Firewall. Watched the server output when friend tries to log in while I am already in and have been playing. Same thing, no change. Server console output looks different in the new update. But there are no messages at all when friend tries to connect.
I log out of server, run "quit" on server to shut it down. Relaunch server from shortcut. Set password. Friends now able to login without issue at all. Console output looks like normal login. I am then able to log in also using "localhost".
All requested testing yielded nothing different and no output in server console. Welcome to my nightmare with this, lol. No offense. Thanks again for the help.

We have not been able to reproduce this issue in any way, we could use a copy of your log wiles, which is located in %AppData%/InterstellarRift/Logs/RollingFileLog.txt. Also a copy of your server settings file would be nice to have so we can set it to exactly those values in our tests. It is located in %AppData%/InterstellarRift/server.json
