Hello,
Do you have UDP port 8905 opened on the PC you are running the server from? or does it just not boot at all? What does the server's console window say?

I've been through this with more service providers than I care to recognize or count. The problem is, these providers stuff too many customers on one server and in order to keep the box's load down they prioritize everyone's processes as low as possible or run you from a virtual container that has near-zero resources. If you attempt to run ISR like this, especially with ghosting on when a player starts exploring systems the server will go through a soft crash.
I've given up on service providers and do it myself now and you would be better off to find an old i3 you don't use anymore and run the server on that rather than go through a service provider. Sure, your ping will be a little higher, but you'll be guaranteed that the resources you have are dedicated to you.
Ever since I bought my own servers and either host them out of my house on a 1gbps connection or host them from my company's cooled data center in Tampa Florida (at 10gbps), I've yet to have these troubles with EA games that others experience.
