As for mods or multiplayer you can always commission someone to make one! but the games fanbase is so niche I doubt anyone is just out there planning on making a mod for that.
So unless microsoft buys paradox (close to 0% chances) or buys the tyranny IP (not much chance either), there is no way this is happening.
Seeing how paradox has issues making rpgs (I mean look at vampire bloodline development), a tyranny game as an rpg is not going to work.
The only thing that would, would be a an age of wonders kind of game set in the tyranny world, but paradox is already going all out with age of wonders IV (which is on track to be their medfan DLC milker like stellaris and heart of iron are with sci fi and modern strategy).
