Tyranny's a bit different than other similar isometric RPGs. It's more of a series of branching paths than a straight-up open world. So while you can stop by and visit the Crossing on other paths, the quest that leads to the Magebane being placed/stolen won't start until you pick Lethian's Crossing as your current objective.
iirc on some playthroughs you can skip Lethian's Crossing and the Magebane Helmet entirely.
Iv'e been to lethian's crossing few times. Actually my first stop in act II. I'm currently with the disfavoured and i haven't gotten a quest from ashe in regards to lethians crossing. Also talking to eldian doesn't really do anything. It's weird because i've had a few quests in lethian so i'v read it could be bugged.
The quest with the Bronze Brotherhood is part of the main plot. It doesn't start unless you're sent there by your faction leader, in your case Ashe, and if you were sent there, you wouldn't be able to progress until it's done. If you have another main quest somewhere else, you'd need to do that first and choose Lethian's Crossing as your next objective.
If I'm reading the wiki correctly, on Disfavoured playthroughs, you go to Stalwart first, then either Lethian's Crossing or the Burning Library -- not both, they're mutually exclusive -- then the Stone Sea. Lethian's Crossing is always available, but certain events won't occur unless you're there as part of the main plot.
I wasn't sent there it was my first stop at the start of Act 2. I had the investigate sunset spire quest which i did. Also before entering lethian's crossing i was stopped in Ironhaul trail where i had to kill the bronze brotherhood to leave the area. Raetommon i think is his name escaped. Haven't seen him since either.
I've pretty much exhausted all dialogue with Ashe and nothing about magebane or lethian's crossing has come up unfortunately.
You can't do the main quests out of order, and each faction handles its main quests very differently, and in different orders. The game changes a lot between runs. Being somewhat more linear and less open is the tradeoff.
The main reason you can go to Lethian's Crossing before getting the quest is because it's the biggest shopping area in the game. But you can't fight the Bronze Brotherhood until if and when you get a quest to do it from your faction leader.
I've finished stalwart already though.

Tiers Will Shake is the Stone Sea, which is why Ashe isn't talking to you about Lethian's Crossing. You're supposed to go to Halfgate (Plainsgate if you chose Azure in the prologue).
You picked the Burning Library after doing Stalwart, right? When you did, you were passing on doing Lethian's Crossing for this run. You get to do one or the other.
I believe Anarchy is the only run where you technically unlock every main area, iirc.
