IIRC their 2h hammer guys cause the most trouble, rather than the dual wielding guys. Assuming that they're like the vendrien guard and that therefore the 2handers are tanks that you should save for last is a pitfall. Unless of course I'm remembering this completely wrong, it's been a while since I played tyranny.
If you're playing on hard mode, you have to realize a few things:
1.) Heavily armored enemies on hard mode means you have exact counters. For many BB members, it is best to use magic damage as few have magic resistance. If you aren't going to use magic damage, pause the fighting, right-click to freeze the enemies stats, see what their armor is, and counter it.

https://tyranny.gamepedia.com/Raetommon (scroll to bottom, click on the gear) most BB members are armored against slash and shock. Best to use then fire, and cold spells. Cold is especially good as it slows down the already slow BB .
2.) You gotta use Lantry if you aren't already. In the early game if you can get Mirror Image and Spectral Blur. With coaxing from Lantry you can also equip basic heal spells on Barik and Verse (yes, it may seem counter-intuitive, but they should be using spells as well).
In fact, I've hardly been able to beat the end of Act 1 w/o those spells.
3.) If all else fails, Eb's per rest ability high loyalty combo ability can make short work of nearly any encounter. You may not have access to her though.
4.) On hard mode or above, you should be eating lots of food along the way to buff up your stats.
If I pick that fight I cheese it... I run away till there's only 1 or 2 chasing me and then just engage those 1 or 2 BB brawlers. Even then it can be tough.
As long as you pass Ironhaul trail without attacking Rat, you don't have to fight the garrison. Being a disfavored ally prevents Rat from trusting you.
I guess that only happens on the anarchy route, then. Playing on that, rat told me I had a bounty on me and his men were going to try to collect it if I entered the city. I figured the same would happen on the other paths, but I guess not.
