I was able to claim a different spire without the full charcoal image.
Yeah, I couldn't get into the Ocean Spire after I did the Burning Library. I assume I need another keystone from the Lethian's Crossing old wall.
If the Library is locked out you don't lose a spire, but you can't end the Edict of Fire.
No, you can still get all spires for sure. I think it keeps you from breaking the Edict of Fire though, so all edicts in one playthrough will be out.
I may as well do that then, and hope guessing doesn't break a quest somewhere :P
Though in the Ocean Spire, isn't it only loot that's locked out by the two unusable beacons? I unlocked it only using the three stones in those Oldwalls, all three rubbings were there.
Huh, really. I wasn't able to find the spire room for the Ocean Spire. I assumed it was hidden by the doors I couldn't unlock.
Well if you can unlock it without the extra keystones, then you should be able to get all five regardless. I got the LC Spire immediatly after I finished Act I, and nothing locks it out later.
Remember the symbols are symmetrical. Once you know one side you can just mirror it.

IIRC, the room was at the top of the Oldwalls East area. I think you might have had to do a little puzzle with three beacons in a row, lighting them up in the correct order about there.
