Spell slots. 4 is cap?

So I tried a balanced mage at first 14 wits, and 13 on my other castings stats, but I only had 4 spell slots and it attributed that my 14 wits. So I thought okay, the spell slots are tied to the wits. I made a new character with 18 wits and...4 spells slots? Is that the cap? Or is it looking at my lowest spell stat? Or is there also a level factor?

No look at the magic and leadership talent trees. Plenty of extra spell slots.

I think my mage had six and then you can unlock two more from the sage skill tree.
Game ended before I could try that though.. it bascially ends when your spells get powerful :/

There's more spell unlock slots in both the magic and leadership trees.
