So, is there any way to get the pre-order items to a character started before the pre-order DLC was installed? I don't want to throw away hours of play time on my first character.

I had the same problem, restarting let my new character get the item, but my old one never did.

Once you start the game, the dlcs start downloading. I preloaded mine, but after I finished customizations, I received a notfication ingame about DLCs finishing so the only way to get the ingame content to start a fresh game. The other content like wallpapers, ringtones etc are found when you navigate thru the Steam folder to Tyranny's

You can spend all day long starting new games, if you don't have the preorder DLC to begin with they won't magically appear.

I have the same problem, and still havent found the items on my inventory; I also bought the game through steam. Im already level 7 though; in order to receive the items do I need to make a new char?

Open the console (By default the Tilde key ~), then you need to enable cheats in the game by typing Iroll20s (May be cap sensitive). After you enter that, cheat mode is enabled (Achievements are disabled in cheat mode, instructions on how to bypass this are below) and then you can use the following to add in the DLC/Pre-order items without starting a new game:
AddItem WPN_UNIQUE_1H_IR_Sword_PDXPreOrder 1
AddItem ACC_UNIQUE_SanguineScroll 1
AddItem ACC_UNIQUE_FatebindersSeal 1
AddItem UNIQUE_Leather_BOOTS_PDXPreOrder 1

Then use the cheat table here:

And use the In-Game Cheats Disable Achievements to set the cheat flag to false and save the game to re-enable achievements for your game.

You can manual do this by editing your save.
In C:\Users\YOURNAME\Saved Games\Tyranny open your .savegame file with any zip editor like winzip, 7zip, etc. Once opened, open the MobileObjects.save file in any text/xml editor.

Find this:
<Simple value="m_disableAchievements" />

Edit the line after it so it says value="False" so it looks like this:
<Simple value="m_disableAchievements" />
<Simple type="System.Boolean, mscorlib" value="False" />

Save and then load the save game and achievements should be enabled again.

Just redeemed my BOXED Archon Edition code and no digital wallpapers, map or stories - never had this issue with steam before - whats going on here....
