I sold this during Chapter 1. Is there any way to get it back? Is it worth getting back?

You can upgrade it at the forge to promote it to an orange throwing dagger level of damage (fast but little dmg/pen). But it won't have an enchant. So not very good.

There is no quest to turn it into a super duper quill of slaughter. Don't fret. He does have a companion quest in a DLC that gives a good weapon otherwise find artifact javelin or throwing dagger for him.

Thanks. I was worried that I might have lost out by getting rid of it. Can he use his 'quill' skills with any dagger?
