How to get snowfang?
I know it comes from plans but I no longer have the option to research new artifacts at the library - is it a drop or is there something I missed? Just started act 3, is it too early?

You need to get the Silent Archive from the Vellum Citadel (available during Act 2) and order to research artifacts with the Archive twice (Snowfang is the 2nd).
