Gah... I had been wondering where to get that thing myself, and... well, I'm ON a cartoonishly-evil Chorus-run. I WENT to Halfgate, and talked to Misery. Explored all the conversation-options, as I always do... or, at least, I THOUGHT I did. Never got this quest!
Eh, it's actually quite possible to side with the Chorus without resorting to that. Instead, you just come across as a particularly ruthless manipulator, taking advantage of the Horde's foolishness and Nerat's insanity. Certainly, they make for more convenient pawns than the disciplined Disfavored and their charismatic General. They are a tool, nothing more... and if blood is shed along the way, well, that's on their hands - not mine.
