The berries are an aphrodisiac. You can proposition any party member after eating them. As far as I know everyone but Kills turns you down.
I've been playing an Anarchist Hunter who's been best friends with Kills, I doubt that matters though. You get a stamina bonus and lacerations, she gets an inspired bonus to accuracy, if I remember correctly. And a description of the two of you rutting behind a hill but well... he's a hunter and the bonuses are pretty good.
It's one of the optional text-based encounters that pops up once in a while. It repeats itself, so you will see it sooner or later.

Well it's not anywhere close to a romance -nor are any of the others I gather- just a small event you can skip. I am playing a hunter that prefers beasts to humans and wants to stick it to Tunon and civilization in general so it fit.
Sorry for replying to this ages old topic, but it seems that Eb can possibly take you up on that berries offer as well.
I digged in the text files of the game and she ... uuh, well let's say the encounter involves a lot of those ropes she's wearing.xD
However, I have no idea what pre-requisites are there for this. I assume you must be probably pro-rebel and have high loyalty?
As for romances, it looks like they added "romances" (or more like flings) in Bastard's Wound (Verse and Barik).
However there is almost no guides showing how they work (or guides for Tyranny in general) even after so many years, so it doesn't suprise me that almost no one knows about them still.
