To Fix The Over Darkening Issue
Type the following two commands into the console
mat_hdr_level 2
mat_tonemapping_occlusion_use_stencil 1

My computer is Surface pro4, just a laptop.
Please tell me where console is...
enable it in the advanced keyboard settings. Or set launch option -console.
Press the "~" key and the developer console should appear!
The tilde key ~ is the first key in the numbers row.

i had the same issue the brightness bar is backwards so 2.7 is the darkest and 1.6 is the brightest. hope i could help :)
