What is up with Black Mesa's EULA?
"The Game is licensed to you and not sold. Company hereby grants you a personal, limited, non-transferable, revocable, and non-exclusive License to use the Game for your non-commercial use"

That's Steam policy since day one, deal with it or leave. There is nothing in between.
