bad optimization or just a bad pc?
i got an rtx 3050 ti laptop with an i7-11800h, not the best but it should be able to run this pretty well but for some reason i get really bad fps drops on medium settings. is there any way to enable vulkan or any launch options i can use??

Laptops Gpu aren't powerful like Desktop one, make sure check if you're running Black Mesa under Nvidia Gpu and not Intel gpu.
Second check if your cpu are running on maximun power.

yeah ik they arent the same a desktop one, they're mad different but i would think id be able to run it without a struggle and it is on max power with the charger
Are you getting noticeable frame rate drops or are you just looking at the FPS counter? I'm asking because I play on a 1080 ti, never look at FPS and have only had a small number of noticeable frame rate drops. It runs fine 99% of the time.

Also, if you are monitoring the FPS what numbers are you seeing?

Played around with this all last night. I'm running a RTX4080 Super and and Intel Xeon E5-1660 v4 at 3.2 Ghz. On Windows 10 running to an LG Oled TV at 120hz (Gsync)

I think the stutters must just be engine related or maybe CPU bound because according to both RTSS and SpecialK (I tried both at different times) my GPU isn't really being taxed even with all gfx maxed at 4K. Hitting maybe 60% on the GPU, but the game still stutters a bit even when it's far lower.

Oddly enough trying to use dxvk (I tried stock dxvk, the version included with Black Mesa, and the HDR modded one) netted me *much* worse performance and far higher GPU use. Hitting 90%+ utilization frequently with pretty extreme stuttering, both from shader comp and just in general.

I even tried DGVoodoo (I was trying to get injected HDR via SpecialK and the DXVK hdr mod wasn't cutting it) but that not only crashed when trying to use SpecialK, it also disabled some gfx settings and had very poor performance as well.

So, I gave up on HDR and am sticking with normal DX9ex frame capping at a little below 120 via SpecialK with Gsync. Seems.... fine so far but of course there are little stutters here and there and I haven't even gotten to the areas that are known performance hogs .

Like I said, I think they are probably just an artifact of the devs pushing the Source engine past it's limits. You encounter situations like this a lot when you deal with fan made stuff where they don't have to worry about things like limiting detail for performance and such. A recent example is The Black Parade mod for Thief. That game engine is 27 years old at this point but The Black Parade chugs in some areas almost regardless of your hardware because that engine was never meant for what they are doing with it, just like Black Mesa.

Lap top? heck naw, the game is pretty well optimized, i got frame drops, like 0 time suprisingly!

I'm running a 3070ti (desktop PC) and have no frame rate issues at all
3050... on lapotop its all.

gonna throw it out there cos was issue for me with a much more powerful PC and because while a 3050ti model chip isn't exactly a powerhouse, it should be okay to run an engine from the early 2000's.

What's polling rate on your mouse? This build of the source engine will cause "hitching" if go above 1000hz. Been smooth as butter for me since I addressed that in my settings, regardless of game's video settings.
