Second check if your cpu are running on maximun power.
Also, if you are monitoring the FPS what numbers are you seeing?
I think the stutters must just be engine related or maybe CPU bound because according to both RTSS and SpecialK (I tried both at different times) my GPU isn't really being taxed even with all gfx maxed at 4K. Hitting maybe 60% on the GPU, but the game still stutters a bit even when it's far lower.
Oddly enough trying to use dxvk (I tried stock dxvk, the version included with Black Mesa, and the HDR modded one) netted me *much* worse performance and far higher GPU use. Hitting 90%+ utilization frequently with pretty extreme stuttering, both from shader comp and just in general.
I even tried DGVoodoo (I was trying to get injected HDR via SpecialK and the DXVK hdr mod wasn't cutting it) but that not only crashed when trying to use SpecialK, it also disabled some gfx settings and had very poor performance as well.
So, I gave up on HDR and am sticking with normal DX9ex frame capping at a little below 120 via SpecialK with Gsync. Seems.... fine so far but of course there are little stutters here and there and I haven't even gotten to the areas that are known performance hogs .
Like I said, I think they are probably just an artifact of the devs pushing the Source engine past it's limits. You encounter situations like this a lot when you deal with fan made stuff where they don't have to worry about things like limiting detail for performance and such. A recent example is The Black Parade mod for Thief. That game engine is 27 years old at this point but The Black Parade chugs in some areas almost regardless of your hardware because that engine was never meant for what they are doing with it, just like Black Mesa.
What's polling rate on your mouse? This build of the source engine will cause "hitching" if go above 1000hz. Been smooth as butter for me since I addressed that in my settings, regardless of game's video settings.
