The guard will do it.
Just take the railway to the intersection and the guard will open up the door and you can continue to "On A Rail", after reaching the last control point where another guard will talk to Gordon and then open up the barriers to the elevator down to On A Rail.

The control panel on the left which should have the button is not even there. It is just a window with no control panel or button or anything.
The gargantuan is just walking around in the middle and there is nowhere else I can go.
The window on the very left has no glass.
But do so when the Garg is not in the way or blocking your path to the power station for the tram (where it actually get killed by voltage when you turn it on).
