Edit: The new, current menu has a Steam Workshop section. For years this wasn't the case so many old mods don't support it. I have not used any new modded maps (other than the official Xen Museum) so I don't know how it handles stuff. Could you link some workshop maps that have the issue you're describing?
The new UI works fine with all the maps I tried so far.

I have not found a way to launch this map in old game UI other than using the console.
I just tried out -oldgameui in my launch options and WOW! It is pretty nice. I've gotta say that the number one improvement I like is that the console functions like the usual Source engine game console. I may use that someday. Otherwise the functionality seems to be mostly the same. The playermodel selection menu for multiplayer is so much better and has some face customization options, but it seems like the skin selection menu has some unused options and doesn't have anything unique to it.
It has a Workshop Addons button... but you can't launch the mod from there. Darn. Personally, I'd just use the new UI. You're not losing anything except the multiplayer face customization.
I'm not about to do any work here because I have nearly no applicable skill but I'd say the optimal trick would be to figure out how the new UI handles workshop maps and attempt to retroactively add that feature to the old UI. I see the workshop addon you linked earlier solved this by adding support for workshop mods manually. I'd assume by putting them in a list of things to look for.
