On normal ("Black Mesa"), HECU guys die to 8 bullets in the torso, not a whole magazine. Spraying and praying with the MP5 isn't a smart idea unless you can actually control the recoil.
I will add that the fight is still incredibly difficult, even with the addition of the grenade stack on the counter, but now it's doable, compared to before.
They don't have autoaim and they do need to reload, but they fire in bursts unless you're close or out in the open. HECU are very similar in their AI behavior to crytek operatives from crysis 2 and 3.
They're a non-factor, really. You shouldn't be fighting out in the open, but under the overhang. Get to the counter, kill two or three guys, grab the MP5 grenades, then go back.
