The original post was on April Fool's, but due to Poe's law, it is difficult to tell the intentions of the OP. That being said, why does it matter if steam is running while your game is running?
Especially a source engine game.
If steam is adding 'complexity and cpu cycles' for anyone, they maybe shouldn't be doing any modern gaming on whatever block of cheese they are using.
Counter example : Vindictus (a free to play that use source engine)
