Do you have any mods.
Is the game on an ssd or hdd.
It’s mostly noticeable on the inbound trolley ride, naturally a fast ssd based system would alleviate some of that wait.
The "Loading" times are about the same as the original was 22 years ago, that's pretty impressive. I know, I played it then, I still have the CD.
So YES, it's normal. It's not freezing, it's just loading. What do you do? You wait for it to load.
So it looks like you transit directly to the new map from the previous one with just having a small "LOADING..." label in the middle of your screen.
When it is done it looks like you play on from where you stopped while in fact you are on a completely new map.
If you transit in Skyrim from one Interior to another or from an Interior into the Worldspace you will see a harsh loading screen with some hints and models.
The Gamebryo / Creation Engine also supports loading a map you previously visited into memory so you don't have to watch a loading screen when going back and forth quickly.
But the Source Engine doesn't have any system to save maps you visitied into memory (not sure if that wouldn't be too demanding anyways), so yeah... That's how it is.
To be honest, I previously got annoyed when playing Half-Life for the first time.
And playing Half-Life 2 also brought me back into this behavior... Sooner or later I got used to it.

Everytime you switch to another map you will see such a loading screen.
Some engines might have a different system to load up maps / new areas but as Source is handling it like this, that loading screen is absolutely normal.
