2. Try running the game in borderless windowed mode.
You can do this by right clicking the game in Steam, going to its properties --> Set Launch Options, and typing:
-windowed -noborder
This has helped on some freezing issues that players are experiencing.
What can I do to make this game playable?

Right-click on the game title under the Library in Steam and select Properties.
Under the General tab click the Set launch options... button.
Enter the launch options you wish to apply (be sure to separate each code with a space) and click OK.

For performance problems and crashing either you have a broken mod or your saved game is corrupt.
Uninstall all mods.
Restart the computer.
Verify the game cache.
and then do the following
Disable and/or decrease the following settings:
In Options, Video, Advanced ...
set Dynamic Shadow Quality to DISABLE
set Cascade Shadow Map to DISABLE
set Dynamic Light Quality to VERY LOW
set Antialiasing Mode to NONE
Under the Black Mesa tab .. Uncheck God Rays
Decrease the games Resolution
Restart the chapter from the new game menu and quit using the previous saves.
You could roll back your install to a previous version of the game which is less taxing on low-powered un-supported systems.
CU3 Halloween would be a good choice.
