Unfortunately, I've been avoiding black mesa ever since that update until xen, so I don't recognize that area.
But I do recognize what you do in HL1. Look for a vent on the rooftop. Not sure where they moved it or what it looks like, but it should still be there. Sorry I'm not more help.
When you are on the roof (in your second picture) run to the left of the vents and you will see two orange doors and some chairs. There is a hatch opposite, which is propped open. The snipers will shoot it shut. The hatch opens by turning the red wheel that is near.
You can either run to the wheel and try to open it before you are shot. Or alternatively, there is a set of double orange doors behind you that are barred with wood. If you walk near them the snipers will shoot them open and there will be a couple of zombies. Fight your way downstairs to find a door that lead to the rocket laucher.

Hopefully I will get to Xen today or tomorrow, then I got some other good games to play until its release! Except this is making me want to force my way through HL2
