Report a translation problem
There are rumors going around that 2K Value will be the next one released, but I won't expect it for at least another year.
People asked for 2K3 RTP as a DLC back in 2012, and for whatever reason they refused to do so until they got the rights to translate it as a legal game editor. I doubt they'll release the materials for 2K as a DLC. Most likely they'll release it as a full game editor sometime in the future but not sure when.
At this time, though, it's still considered illegal to use unless you have legally purchased a Japanese copy of 2K. If you do own a copy, then it should be okay to use the materials in other RM programs you own, but be prepared to prove you own a legal copy of the Japanese version if you ever try to commercialize a game with the resources.
There is no such issue with 2k to 2k3 as same chipset that worked for 2k will work for 2k3 (which was proven by accidental inclusion of 2k's airship chipset), same with facesets, system graphics and charsets.
Again, the biggest difference between 2k and 2k3 is that 2k doesn't have battlecharas and system2 graphics, which roots from different battlesystem. 2k's RTP if released as DLC in 2k3 maker, could be done so with little to no work on Degica's part as art style between the two is virtually identical as are resource specs for resource types common for both versions.
In such a case, simply releasing the resources for VX wouldn't be a problem, either, but it has not yet happened.
And regardless of resources, audio is seldom ever a problem between multiple makers.
However, I took your question asking if it would be a DLC rather than can it be a DLC. Can it? Sure. Will it? Doubtful.
I've asked several times about getting the RTP sold separately (at a reduced cost) so people can purchase the resources without having to buy the actual maker, and even the possibility of including a non-RM license to drive sales. And I've been told "no" each time. There may be a few reasons behind this:
1. Both the maker and the RTP for each RPG Maker is tied to the same EULA. They'd have to rewrite the EULA for the RTP. And considering that the resources are made by various designers who may also have specific terms of how they are used, selling the RTP separately and with its own EULA may be a daunting task they deem not worthy.
Let's take RM2K3's EULA, for example, which currently prohibits the use of patches, even though said patches are intended to be used in the absence of scripts. They've stated they're considering revising the EULA to allow some patches, but no ETA, and there's been speculation this will involve a lot of discussion and possibly lawyer involvement. It doesn't sound like something they can or are willing to do on the fly.
2. Degica is a publisher. They don't own RPG Maker, they are solely there as a means of translating the maker and selling it to a broader market. Even then, they are bound by Enterbrain's decisions, which is partly why it's taken so long to get RM2K3 released outside of Japan, and why we've yet to see the release of RM95, RM2K Value, and RMDS and RMDS+. Degica is our voice to Enterbrain, because prior to Degica, getting through to EB was next to impossible.
If Enterbrain decides it's not in their best interest to release an editor or resources outside of Japan, there is nothing that Degica can do other than to respect their wishes and try again in the future.
3. The DLC's sold in the store are done by a wide variety of audiences. They are not Degica's DLC's, except perhaps resources that were reformatted from previous makers (ie., the DS/DS+ resources and the remastered music of RM3 and XP), but even those had to be done with EB's permission and by EB's specific terms. Degica is mainly there to offer their services as a publisher and allow people who wish to sell their own resources to host them on their site.
In such a case, even something you feel won't require much work may still go against the original author's intent if they have specific terms that are required to be followed.
4. It's been said throughout the various communities that Enterbrain no longer offers support for RM2K3, but in Japan sales for RM2K Value is still strong. This could have had a bearing on why they finally released 2K3 to the English community. It also implies that as long as Japan is making money off RM2K as a game maker, they're not likely to sell their resources separately.
Whether you think the work involved is minimal does not matter, so long as either Enterbrain or Degica have other ideas.
I believe a lot of people would, myself included. Only time will tell if Degica can convince EB to allow them to translate it and sell it outside of Japan.
