Founders having 3D specilization while starting in 1980.

Would love ether a feature, or a mod, or even a way to edit the save file to allow my founders to ether start with or change to having 3D specialization, while still starting in 1980. An in game way to change your founders specialization/skill points after starting would be great, but I'd take an unofficial way as well.

Any thoughts on if this could be accomplished with a mod or save editing?

I know there are mods that you can start from 1970s, but not about this. I do not know if this is possible, since the Tech and Skills are unlocked at 1985. But, good luck in your search.
