whats the lowest price for software inc. in EU ?

on steamDB the lowest price is 8,69€ at -25% but that doesnt make sense if because the game cost more then 20euro and 25% price cut isnt enough to be 8 euro so whats right price ?

Be aware there have been price increased over the past years to reflect the state of the game. Possible the lowest price is still based on a very early price.
