2. I would say that even the HR does not work properly, especially Hiring, but ok.
As for Subsidiaries, you can find in my guides how to use them to be profitable or useful, and not go bankrupt. But the Subsidiaries are an Advanced part of the game, so you must be willing to learn how to use them, otherwise they will fail.
Project Management is also flawed, still needing more options to Automate tasks (Expansion packs, Research, Patenting etc.), but also you need to understand a bit more if you want to get Outstanding product out of them
Bonus - Yes, that is really annoying for employees to gain skills in other fields other than assigned roles, but again from what you wrote, it seems that you didn't assign only Support role to the support team, and because of that the HR Leader leveled them up in other skills.
I use HR education only for Support teams, and I never had them leveled up other than Support their were doing (not even Marketing/Law/Accounting), you must missed assigning them.
However, I would also like to see a filter for Employees in which areas not to level up and remove the notification altogether.
Though as is i do agree with the previous comment that blue prints are the answer
But would be nice if, at least in the level editor mode the game allowed you to move structures/rooms around to help with some minor tweaks instead of moving all your ground/ceiling furniture, taring down foundation, and expanding the size of the room
or for patterns of rooms if we could just select the room pallet without selecting the room, then just click each room to instantly fill each room with those colors/patterns
On the support team point though, there actually is some value in educating them on non support skills
That being, you can have them handle updates for you while your dev teams work on the next release. So let your support teams get some levels in system and 2D it'll help you greatly
