So, I understand in the past that you could send employees on courses to level their skills up, and that was changed to the current system. But the new system makes less sense and is more inconvenient, unless im missing something.

Is there any plan to rework this once again to something a little more realistic?
As in reality you don't wait until your qualified to go an level up, you spend time learning and go on courses/training. I find the current system just a bit inconvenient/annoying.

If there was a cool down on training or if the entire system got reworked so you need your own classrooms and instructors etc I feel like that would be a good direction.

Currently unless you hire someone who already has a high skill level, you cant simply hire a team of low skills and then train them up by throwing money at them to take training courses.

Thoughts on this?

The current system is fine except for this. We need some training modules that allow you to obtain a basic skill if you dont have it. For example. I use Artist to Market like write press releases. High level artist are the only ones who will give you the level 3 marketing skill required for video. But rare are the support ticket stars. I have to hunt a lot for an Artist with 3 star in Market and 1 star in support bug tickets. If I could jut send someone to learn how to report bug tickets to level one that would be great. I use artist to of course do marketing and also do the art work in projects. High level artist work great because they have 4 stars in art when you hire them. When not doing art they can also market. But you never know if it will change or not. I just hire the senior developers for everything so really never hire a young worker. So you see the system is what we have so just hire the people you need. It would take years for a young worker to even come close to having the skills you need to be successful and then they wouldnt be very good at it. Until they get lots of experience.

I played heavily Mad Games Tycoon before Software Inc., and what you want is basically there. Training rooms, training takes time, it gets up by attributes etc.
Currently I do not have issues with training in SwInc., and implementing something like MGT's training will just more unnecessary micro, IMHO. Also, the three star system says it was not meant to be too much focused on the training, from start.

However a discussion can be had about uselessness of low level employees in Software Inc. Because a lot of work demand (at least) two stars, there is not much tasks for low level employees where they can acquire experience to "organically grow".
My biggest issue is Law - Patenting can be done only with 3*, but there is literary no work for lower level (unless you are shady and get slapped with the lawsuits, but these TANK your reputation and are definitely a thing to stay away from).
Also, one Medium salary level employees can have 3* in Design/Development/Art, so there is a question, why would anyone hire lower or expert ones ?
The only staff I hire cheap are Support, since they can handle Bugs all day long, and can be trained to 3*. (For Marketing, I use Subsidiaries and generally avoid them, but they can be also hired 1* and trained up)
Over the time, employees with 10-15 years of experience will develop a single star in all other skills (to this day I still don't know how and why), but I would agree with the user above and say that basic skill training should be introduced for employees that do not have a single star in the Skill.

Other cons to introducing Trainers and Training:
- implementing of the new Skill
- more rooms, more groups, more setting up of things
- more people on screen -> game could start running slower
