Own Office Work Affector

Can anyone tell me a little more about the own office work affector?

I've been playing around with different designs but I'm having trouble to reliably get that perk. I have employees working in rooms with single desks, and I've tried assigning furniture to them.

The only time the perk has shown up is when for one person teams. Is there something I'm missing?

I think it is meant for people who are the leaders and they get their own little office.
