Questions about HR Management
In the past, I have been quite content in handling every aspect of the companies I made. I stepped away from playing Software Inc around Alpha 11, a versions before Beta came out. I just started playing again and thought I would try some of the HR and Project management mechanics.

I am curious if the Leads are doing whatever they want? I had a team of people with very similar salaries, and after a few years they had wildly differing salaries, and none had really gone through any training. It seems the Leads ignored the minimum raise I set for those employees. I didn't pay much attention to it, and will be looking into it more in detail.

Question; do the Leads bypass the benefits I setup?

Make sure that the employees hired by the HR management do not have Modest and Fast Learner traits.

Make sure that the employees hired by the HR management don't go through Education, and set the number of employees to take part in Education to be at 0% of the team, so their salaries stay the same.

The benefits you set should be matched up with what you would expect as a company. Otherwise, HR will drastically manage the salaries and training. And, depending on what roles the employees are, their salary may also differ wildly.

Why do you not want Modest? Modest means employees have low salary needs and also if you give them fast learner your low skilled 21 year olds rapidly up skill to the team

The Leads with increase salaries up to their budget allowance. After that is reached you will see employee requests as normal with the red number indicator. Leads cannot give themselves a wage increase or education so you need to do that. They are very usefull if you give them the order to only educate the required skill for the software being developed and set them up only 1 thing like a 2D Editor or Antivirus etc as they will level you workers up to 3 stars bu only in the required specialisations for that app. The workers will of course keep learning so when you want to start an OS team and want to move your 2d and £D specialists into an OS team you usually can select them to be 3 star educated straight away in network Audio etc. to get a well balanced team
