Base skill vs specialization skills
So in A9 and before I never really cared about base vs spec skills because spec skills (2D, 3D, network, audio etc) would be maxed out with training quickly. Now that training is basically useless, what do the two stats represent? Say you have a guy with a high base skill but the spec skills are all low, does that mean he still sucks at everything? Or is his base skill + spec skill that determines his competence in say 2D programming/design?

Also, do base skills go up decently by doing tasks or is education still the best way to make them 'git gud'?

I think base skill affects the speed at which they work and the specific skills affect quality.

Ok that makes sense. I guess for a given task that requires say 3D skills, it takes an average of the 3D skills of all the people working on the task?

I don't know if it is an average or some other factor - ie adding up the combined skills (or averaging them) and then making deductions of skills that are below a threshold - ie factor in people who's skill could jepordise the quality project.
