Yeah, i made it.
It only works when i make teams like; 3D Programmers, 2D Programmers, 3D Design, etc...
That leads me to think that it could be a bug you are encountering, but I can't say. Maybe take your save file and submit it as a bug report?

Do you make as i said? 2D Program... 2D Artist... bla bla bla? or you do one team for each software, for eg; include, designer, programmer and artist in the same team
I'm like you, I avoid using HR Management, because it removes the precision.

For the management of my teams, I have a design team, several marketing and support teams. Some artists teams with all the skills to max. A dev team by software with the required skills.
