Project Management - Controlling Product Quality
I have several project management systems set up. But the quality of the products being put out is pretty variable, and tends towards the horrible side.

Set up:
1. Generally I have one project manager, two to three shared design teams for all projects, and three to four dev teams. Projects are usually being designed or developed at different times, so this works out.
2. Projects are supported by three marketing teams (day, night, and morning, so 24/7 coverage except for the crossovers) and six support teams (two cycles that cover the crossover periods for each).
2. There is one project manager for each project. I spend time training them in the primary relevant design, development, and art skills, plus leadership and marketing.
3. The project management tasks are always maxed out for priority.

My founder put out a great OS, but basically failed to market it. My other project managers are producing garbage and barely marketing them. If I control the process myself I can do quite a bit better, though I still suck at marketing.

What am I doing wrong?

I can't say for sure as I only once used project management, and that with great success actually.
Anyways, your setup sounds good, only thing that crosses my mind is individual performances.

Are the teams really well trained in their areas and restricted to work only in their specializations?
Are the teams tired, or ineffective due to other issues?

Besides that, no idea why your projects are failing.
To be fair, I've had designers working on the coding part of some of my software, and some developpers on the design part... I get those warnings that I should not be doing that, but the thing is that the products always end up being great if I take time to work on it. Outsourcing reviews is a good way to know when you can push your software to beta testing.

4 months before the launching date, send a press build to the press. If your software is good, that should increase the number of followers by a lot. It also depends on the market. Keep an eye on the next releases and try not to release a product after a big competitor or it will likely go unoticed.
