I'm not sure if this is your complaint, but a cubicle is supposed to reduce noise both coming from and going to the employee. Try comparing a computer sat in the middle of the room without cubicle walls (Click the computer and there should be a percentage of 'noise reduction') to a computer with three cubicle walls and the percentage should go up with each cubicle wall

Thus your employee effectiveness will be affected, but mostly it helps with happiness as noisy rooms reduce effectiveness and happiness I believe

This is true for alpha 8, but it is gone in alpha 9, because there is a new noise system.

Cubicle walls will help to reduce noise bleeding from other objects to the employee sitting at his desk. The effectiveness will not change, but the employee will continue to work. If you would not build cubicle walls in a noisy room (for example with multiple computers and employees in there), they would complain about the noise and stop working, if it is too worse.

Ah, thank you for the clarification. I'd forgotten about the new noise system

Thank you for explanation. But should a build the walls aiming the workers or against the workers? or there not difference?

A small example, how I tend to build my offices: https://puu.sh/urbks/2d30c53718.png

Or if they face each other, you can build the cubicle walls between them: https://puu.sh/ux7N9/03d84bba7e.png

You can use the noise overlay to see, where the most noise is coming from and shield the employees against these noise sources.

I don't think there is a difference, just so long as they border the desk is all
The only issue is that computers generate enough noise on their own to annoy some employees (though it might technically be the other way around, IE the employees are too sensitive to noise), so cubicles seem to not be as functionally useful as they are intended to be. The solution to this for now is to fire the idiot and hire someone who complains less.

The other thing is that if a door is always opening, you should assume it as "open always" when designing, IE ensure there is a never a cubicle opening facing a frequently used doorway as that doorway will be a source of noise.

Also, cubicle entrances shouldn't ever face each other, for the same reason; nor should the entrance/exit to the cubicle be directly behind the chair of the occupant.
