I can't seem to figure it out, my reviews are never that good.

You need to have highly educated workers whole role is what they have been educated in.

Do a review after about 50,000 lines of code (put the project on hold using a dummy team) and then calculate how many lines you need to get close to a 9 or 10. For example, if your founder thinks the score is about 3.1, then use a target of 150,000 lines of code.
