Not being able to automate the production of some items, for example the jet pack, hoverboard, and the small printer itself, is by design. The developers did not remove these items from the small printer, they chose to not add them. I do not know the reasoning for these decisions, your guess is as good as mine.
No, they (the developers) did not remove any tier 1 items from the small printer.
In the Research Catalog, you use Bytes to "buy" the schematic for the item which you want to print. In the user interface of a small printer, you select said item for printing. You also depress the button with the circular symbol; this will make the printer repeatedly print the selected item, as long as the printer is provided with the required resource and power.
To provide power, connect a sufficient power source. To provide the resource, you can place a silo or a resource canister filled with the required resource on the same platform as the printer. When using a resource canister for this, make sure to set it to output mode.
Or, you use an Auto Arm on a platform for putting the required resource onto the printer that is placed in the Auto Arm's output area. Of course, the Auto Arm must be provided with a source of the resource in its input area, and also with power. The Auto Arm must be switched on.
After this setup, do not forget to press the green button in the printer's user interface to start the printing process. It will continue as long as resources and power are available, or until you switch off the printer.
